# Invariant 2 — Validation Before Inclusion **No value reported by an execution plane enters NAV unless validated.** Effects: * unvalidated amounts are ignored * stale or contradictory reports are rejected * planes producing invalid data become “invisible” to NAV * NAV is always conservative; never overstated If a plane stops reporting entirely, its value becomes zero until validated again.
